The Cabinet Agency for Infectious Disease Crisis Management

The Cabinet Agency for Infectious Disease Crisis Management was established as a leadership organization to oversee and coordinate a high-level response with the relevant ministries and agencies in the event of infectious disease crises as well as to respond promptly and appropriately provide a comprehensive government led response.

Organizational Design

  • Cabinet Agency for Infectious Disease Crisis Management(CAICM)

    The Cabinet Agency for Infectious Disease Crisis Management was established within the Cabinet Secretariat, which has the authority to plan and formulate important policies with the Cabinet and to coordinate all administrative departments so that the agency can function as a leader during both daily operations and in emergency situations. It directly assists the Prime Minister and the Chief Cabinet Secretary. It has centralized control over government-wide policy planning and comprehensive coordination of administrative departments related to preparations during normal operations, initial response to infectious disease crises, and the affairs of the Government countermeasures Headquarters during crises.

Duties

  • During normal operations, the Cabinet Agency for Infectious Disease Crisis Management enhances the contents of the "National Action Plan," which is a plan for the implementation of countermeasures. Based on this plan, the agency will conduct practical training based on the plan, and check and improve the state of preparedness of ministries, agencies, and related entities so that the plan can be properly implemented in an emergency.
  • In the event of an emergency related to an infectious disease crisis, the Government countermeasures Headquarters, established under the Act on Special Measures for Pandemic Influenza and New Infectious Diseases Preparedness and Response, will properly supervise the response of ministries, agencies, and related entities. It will utilize scientific knowledge provided by the newly established expert organization, “the National Institute of Health Crisis Management (※)," to formulate government-wide policies related to the response to infectious disease crises, and to conduct comprehensive coordination among ministries and agencies.
  • Until the establishment of the institute (in FY2025 or later), the current National Institute of Infectious Diseases and the National Center for Global Health and Medicine will be jointly responsible.
